Persons with disabilities represent about 15% out of the world population, 1 billion1. They are estimated to live mainly in developing Countries, in poverty and with little chance of survival. According to the most reliable estimation, about 93 millions of children (1 out of 20 under 14 years of age) are affected by moderate or severe disabilities. In developing Countries, children with disabilities are the most neglected and vulnerable (UNICEF Report 2013 on children and disability: rights without barriers). Italian cooperation has always been sensitive to inclusive education, as it is shown by several official documents aimed at addressing and planning inclusion. It is aware that inclusion represents one of the main factors promoting change and sustainable development.
