It is estimated that 80 million persons in the European Union face some form of disability. The United Nations Convention on the Rights of Persons with Disabilities (UN CRPD) reminds the international community of its obligation to respect, promote and protect the rights of the persons with disabilities. The European Union has ratified the Convention as a necessary step in implementing the European Disability Strategy 2010 – 2020 but despite the attention paid to the issues related to disability policy, Members States have made little progress in data collection appropriate to inform the disability policy development process. Implementation and monitoring of the UN Convention need robust and reliable disability data.
